Some Restaurants are More Equal Than Other: Quinn’s Chief of Staff and Accounting at Panda Express

Chicago Daily Observer 26 July 2012 38 Comments

This head-scratching claim from the archives at Illinois Pay to Play

Here’s the real interesting part: Daniel T. Frawley, in a recently obtained email sent to a confidential source and forwarded to Illinois PayToPlay, claims that Governor Pat Quinn’s Chief-of-Staff, Jack Lavin, fraudulently cooked Rezko’s Papa John’s books by transferring $4,000,000 from Panda Express accounts into Tony’s (Rezko) pizza business.

    Seriously?

Daniel Frawley is certifiably mentally disturbed and was convicted for $4.5 million in bank fraud as the least of his offenses in a plea-deal.

There is a reason his sentencing judge ordered a psychiatric evaluation.

Frawley’s lawyer Thomas Durkin wrote in his original memorandum that Daniel T. Frawley suffered from mental illness starting in 1998 (which would mean that the fbi recruited a mental patient to act as a covert operative at their behest)…He later wrote in Frawley’s most recent sentencing hearing that Frawley suffered from PTSD from his working for the feds from 2006…and no one, not the prosecution or the judge took notice…maybe because the prosecution helped draft the memorandum…NOW we can all look forward to Mr. Thomas Durkin being a federal judge, appointed by Durbin, Kirk and Obama…nothing to see here folks keep moving.

Too Carzy: You work at City Hall these days? Dan F. was sane enough to wear a wire for the feds and “cooperate” with them for a significant period of time until 2008. Get real.

  • Whistleblower said:

    Bessie

Now Dan Frawley does not report to prison until Nov. 22nd, after the election, and probably after Durkin is confirmed a federal judge. Hmmmm ?

  • Bessie said:

Archy; D.Frawley has been mentally unstable since he was a small child, the feds didn’t care when they used him to gather information but they could never let him testify. He is far too unstable, unreliable and a compulsive liar, sifting through fact and fiction with Frawley would be no easy task. Read some of his emails from Illinois pay to play, it is evident he has delusions of self grandeur, chronic hero syndrome, sociopath with some kind of learning disability. Anyone who has known Frawley for any significant amount of time will tell you he is not nor ever has been sane.

  • Whistleblower said:

    Bessie
That may be,however that is not why the feds did not have him testify. Frawley is just one of many the feds had to hide from the public.

  • Bessie said:

Whistleblower; Frawley would be the worst witness in the history of bad witnesses, far worse than Stuart Levine…It was AFTER he started acting as an informant for the feds that he staged the robbery of his sisters home, he tipped off Rezko, committed an insurance fraud scam with his partner/lawyer Weaver, fixed the Frawley vs. Weaver trial via relative, he went so far off the grid and tried to hide all this and more from the feds. Frawley is a life long criminal, liar, theif, who hasn’t earned an honest dollar in his adult life, if he isn’t conning someone he isn’t breathing.

  • Whistleblower said:

    Bessie

He is still a free man and his pro bono attorney is about to become a federal judge. What does that tell you ?
Bessie, the feds did not need Frawley to take down Rezko. Frawley is one of many.

  • Too crazy said:

Daniel Frawley has had psychiatric problems and exhibited anti-social, violent, abnormal behavior since he was a small child. His parents sent him away to boarding school for this reason.

He has been charged with battery at least 30 times and banned from various restaurants and health clubs for engaging in fist fights – which he actually boasts about – hurling racial epiteths against other customers or patrons and stalking a former girlfriend.

Frawley wore a wire because he was facing jail time for bank fraud and is a major “drama queen,” who’s been threatening suicide for years now… He had no choice but to wear a wire. He was just saving himself, as usual.

Frawley’s a scum bag convict and a really weird, mentally disturbed guy.

  • Too crazy said:

Really, Frawley is such a patent nut job, it’s kind of funny to imagine his testifying about anything. You have to laugh at that one.

His insane ramblings are too hilarious.

But he is so well armed, let’s just hope he’s not the next James Holmes. All he has to do is dye his hair orange. He is that disturbed.

Perhaps you would explain what the feds did and why Obama and Sen. Durbin are going to reward Frawley’s pro-bono attorney Tom Durkin with the federal bench.

  • Whistleblower said:

While your at it why don’t you tell us about Kathleen Frawley.

  • Hilarious said:

Too funny not to share this post from another website:

“Take what you read from IP2P with a grain of salt, they are being spoon fed these faux documents from Frawley himself…he has had mental health issues since he was a small child and the only ones in danger when he was acting as an informant were the public…One of Frawley’s informant missions he dressed up like a G.I. Joe doll, flak jacket, pants tucked in boots, two 45′s strapped to his sides and one gun on his leg, with a fake badge (a child’s toy) marched through the Cook County Court house like he owned the place…Horrifying the people who recognized him and knew him for the nut case he is, the FBI were notified and he was allowed to carry on…The feds don’t want the public to know that they allowed a known mental patient to act on their behalf.”

  • Whistleblower said:

The Feds did not need Frawley. Your agenda is showing.

  • Bessie said:

Whistleblower; We all know why Durkin is getting rewarded, it’s no secret…and as far as Kathleen goes, she is the greedy younger sister to Daniel. Many have said that she is far more sinister, criminal and will do anything for money, anything…She was Daniels life time student of the corrupt con game they lived their entire lives…They are often refered to as the ‘tinkers of Westchester’.

  • Bessie said:

And Whistleblower; the feds need Frawley to keep his yap shut…good luck with that…rumor has it he is setting up to throw Durkin under the bus.

  • Whistleblower said:

    Bessie

That works for me, how about you ? Think about it.

  • Bessie said:

Whistleblower; I would like to see them all go to jail, including Frawley…I wish the feds would have chosen someone with a little crediblity but it seems they pick informants that are worse than the target…If Frawley goes through with ratting out his buddy, will anyone listen? He is already a self confessed nut job.

Hilarious; It seems that it was Cooley who has given IP2P the emails but you are probably right, it is very doubtful that Cooley would turn over those emails without permission/encouragement from Frawley himself (frawley would kill him)…Their joint agenda seems to use IP2P to send a message to the feds and to get revenge on some of their enemies, of which they both have plenty.

  • Whistleblower said:

    Bessie
    ?????
Cooley did turn over the emails . They were published

  • Whistleblower said:

And your belief is that Frawley gave his blessing ?

  • Bessie said:

    Whistleblower;

“And your belief is that Frawley gave his blessing ?”
Yes, I don’t think Cooley would pass along those emails without direct permission/encouragement from Frawley…In fact it was most likely Frawley’s idea, he had the most to gain…IF Cooley would have done this without Frawley’s permission we would have read about someone finding the bloody carcus of Robert Cooley.

  • Whistleblower said:

    I see something different.

  • Bessie said:

    What’s that?

  • Whistleblower said:

Let’s just say, I think you give Daniel T Frawley to much credit.

  • Bessie said:

    Whistleblower; please elaborate.

  • Whistleblower said:

    Bessie

Do you think that Frawley was helping himself by putting out an email that explained the Weaver lawsuit was a strategy being played out already in the SunTimes ?

    http://illinoispaytoplay.com/2012/02/27/former-rezko-partner-says-he-gave-tony-400k-for-obama/

  • Bessie said:

Whistleblower; why would Cooley go behind Frawley’s back? Are they still friends/cohorts/partners?

  • Bessie said:

Do you think that was a strategy forced upon Frawley by the feds? Does Weaver know? Does Weaver know that Frawley fixed ‘frawley vs. weaver’?? Did Frawley drop that suit???

  • Whistleblower said:

    Bessie

Do you think Frawley was helping himself ?

  • Bessie said:

Whistleblower; I am saying it is a possibilty that the feds coconspired and created a story to explain away the original article by the SunTimes…and IF that is the case than YES Frawley was helping himself by negotiating with the feds by creating this story he stays out of jail…but if he decides to throw Durkin under the bus, then all bets are off.

  • Too crazy said:

You asked about Kathleen Frawley Cullen: She is as big a crook as Frawley and equally without principle and motivated by greed. She was involved in the $4.5 million bank fraud as a partner in the plastics company with her brother Daniel Frawley. Of course, Daniel Frawley’s deal was a plea deal, so he plead to the least of the charges against him.

She’s a real peach: She’s perjured herself – hardly foreign territory for her – to include false testimony when her brother, Daniel, was stalking a woman. No limits whatsoever. Anything for money.

Weird bunch. Frawley’s sadly managed to corrupt his siblings, including his sister Maureen – not the brightest bulb – to participate in the staged robbery of $100,000 in cash and guns at her home.

Note how much of his testimony is solely corroborated by his sisters.

  • Bessie said:

Too Crazy; agreed, but you were too kind…she is even worse than that.

  • Bessie said:

Whistleblower; the Tuesday May 31, 2011 email was written after the RBO Brenda Elliott article, she wrote about the Frawly vs. Weaver and the deposition before the July Chicago SunTimes article…I am pretty sure she wrote her article in the middle of May and I am also pretty sure Frawley was made aware of the article…I will have to research the date of her original article.

Nevermind, this is a debate not worth having. I get it, you are not a fan of the Frawley’s. Nor am I, however I am a big fan of the truth where ever it leads. We will see.

  • Bessie said:

    dito…

  • Too crazy said:

You’re right, Bessie. I was entirely too kind about Kathleen Frawley Cullen… Her brother Dan is mentally ill and a sociopath, for sure, but Kathleen is an even bigger freak. She is also physically violent, and married “Dim Jim Cullen,” who is all about her money and also possesses no scruples or boundaries, but does like that credit card she provides! She is less mentally ill and just more rotten-to-the-core.

What perplexes me is that I think both of you over-estimate Dan. Yes, he also has no boundaries, but he’s a moron, truly. The stories are endless. He is more audacious than cunning: cunning requires a degree of intellect and insight into others and their motivations he does not possess. Although he tries to be cunning and thinks he’s suave, he’s a gruff – and transparent – bore. The lengths he goes to for attention are astounding, and this is but one of them, probably the culmination of it.

The connection with Tom Durkin is not very deep. Although their families were acquainted growing up in the same town, they were not friends as children. They re-connected after Tom’s brother, Jim Durkin – who was also not a personal friend, but just an acquaintance of Dan’s – ran for State Rep. and Dan donated to his campaign, seeing an opportunity to ingratiate himself with people who would not associate with him otherwise.
