The owner of the Rivers Casino in Des Plaines is fighting a new Cook County gambling tax that could cost it around $1 million annually.

Rivers owner Midwest Gaming & Entertainment LLC, whose chairman is real estate mogul Neil Bluhm, alleges in a lawsuit that the tax violates both the Illinois Constitution and the state law governing casino gambling here.

Last November, the county board approved a tax of $1,000 for each gambling device in the county, such as slot machines, as part of its $3 billion budget for this year. A tax of $200 for each video gambling terminal offering games like blackjack or poker was also included as part of the budget deal.
