Gov. Pat Quinn has hired Jack Lavin as Chief Operating Officer.  Lavin was formerly CFO for Rezko Enterprise, one of Tony Rezko’s companies, and DCCA head for Gov. Blagojevich.

Blagojevich insider John Filan remains as head of the Illinois Finance Authority.
