While thousands of dead people are still registered to vote in Illinois, and 8,000 of them are now receiving Medicaid benefits, documents now reveal that dead (and some not so dead) people have also signed papers swearing their kids were eligible for financial aid to attend at least one of the City Colleges of Chicago, according to the Chicago Sun-Times.
